Character Information History: Sokovia's no where special, but it's on the way to everywhere special. That's the tag line most people tend to spout about Sokovia; people who read reports, or watch their history through the lens of the television. To Pietro there's no where more special.
For twelve minutes Pietro was the only Maximoff child, but soon his sister followed him into the world and the two were practically inseparable. Their country had a rough history, and violence in the streets and in the skies was just...part of life. The citizens of Sokovia saw very little difference between the various forces that moved in and out of their country over the year, whether they were invading forces or foreign peacekeepers. There were times where bombs fell, or shots fired in the streets. Pietro knew people or families who had been killed, or arrested without cause, saw school evacuations, and checkpoints. But life went on, and for the children of Sokovia that was how it had always been. There were plenty of happy times, Pietro liked school, and his family had the usual childhood tantrums, crushes, and fights. Sometimes the chaos would interrupt their lives, but never for long. It was always someone else, until one night it wasn't.
Nothing was especially out of the ordinary that night. There was no warning or looming fear of what to come. They were eating dinner in the apartment, just like any other night, and in the blink of an eye his world was torn open. The twins were ten when the mortar shell hit their apartment. Their parents were killed and the two of them were trapped in the rubble when a second shell fell feet away, close enough to read the words imprinted on the side- Stark Enterprises. Those days spent trapped are burned in Pietro's memory, convinced that their death would come any second, that the next shift in the rubble would set the thing off. It was two days before they were pulled from the mess that had been their home, and the initial out pouring of support the young orphans received was quick to fade when the next tragedy turned the spotlight from them.
Pietro and Wanda were placed with a new family, and the community looked out for the twins as they grew. The older they got the more involved they became in activism against the violence in their country. They joined protests and riots, but each step forward seemed to be followed by two steps back. Pietro also fostered a deep resentment towards Stark Enterprises, one that carried on even after the company passed from father to son. Even the eventually shutting down of the weapons division did little to dampen Pietro's desire for revenge and retribution.
In the midst of yet another rebellion HYDRA managed to send its operatives to the country under the guise of being S.H.I.E.L.D. peacekeeping forces. They secretly orchestrated more frequent and violent protests/riots to cover their movements within the country. They were working with a great and mysterious powers, testing and building weapons. When the need came for volunteers to start human testing they looked to the young people they had been manipulating.
The protesters were approached by Dr. List, working on behalf of Baron Strucker. He called them foolish for looking to the government to protect their rights when they should have been looking to themselves. He promised to provide them with the tools to stand up to their oppressors so long as they were willing to volunteer.
Wanda was distrustful at first, but Pietro clung to the chance, and the two were convinced to volunteer. They were held at the base, not prisoners, but not exactly free to go either. The threat was implicit, even without the armed guards, and each side felt they were using the other to achieve their goals.
Dr. List was especially excited to see study how the experiments would effect a set of twins, and he held off on using them in the first wave of experimentation, making them wait until he was more sure in his work. It quickly became evident that these men were not S.H.I.E.L.D., merely operating from within like some sort of parasite. The twins overheard a great deal of information that no one thought to keep quiet around the lab rats, sure they'd been dead soon enough like all the rest.
Finally the twins got their shot. The experiments were long and terrible, but they managed to survive unlike all the rest, and each were gifted with strange powers. They were kept seperate and under constant observation. It was a horrible time, painful, the very fabric of his being under flux, and Pietro had no idea how to control his new powers, especially in such cramped conditions. He'd take a step and be across the cell in an instant, speed coming and going with little rhyme or reason. A few others had made it this far, surviving the early tests, but none had ever stabilized. Slowly though, Pietro began to regain some control. With careful testing they began to help him get a handle on is new abilities, and eventually they were deemed well enough to see each other again.
HYDRA was very protective of their new assets, and the twins in turn were very protective of each other, especially after the long separation. Their requests for information were constantly held off. Of course they were going to help Sokovia, and of course they were going to kill the Avengers. But not now. Soon. It was always soon.
Powers/Abilities: (exerts from wikia)
Superhuman Speed: Quicksilver gained the ability to run at extremely high, supersonic speeds due to HYDRA's experiments. His power causes him to generate an aura of blue, white and transparent energy currents and mist-like shapes, much like fire or wind, leaving behind a trail of it as he runs. When imprisoned by Wolfgang von Strucker, he was able to move from one end of his cell to another in less than a fraction of a second.
Extreme Force Generation: By building up enough force and momentum in his body, Quicksilver can deal very powerful strikes, often propelling objects or people several feet. While this does not enhance his strength, it compensates for his normal physical strength by greatly increasing the force behind his attacks. This force, however, isn't enough to injure beings of immense power.
Improved Thermal Homeostasis: Quicksilver can resist the side effects of moving at these speeds such as friction, reduced oxygen, and kinetic impact.
Increased Metabolism: Quicksilver has a hyper-accelerated metabolic rate, enhancing his physicality and ability to move and act while also making him less able to be stunned by attacks or injuries, as he quickly recovered from the pain of being shot in the arm and could still act as if he were not injured. However, his metabolism still has its limits, he has to stop to catch his breath after running for long periods of time.
Superhuman Reflexes: Quicksilver's increased speed also augments his reaction time, allowing him to react to danger and events much faster than a normal human. His reflexes are so fast that they even allow him to see bullets in mid-air. As a result, Quicksilver tends to see the world around him as if it were in slow motion, especially when he is moving at super speed. However even with his enhanced reflexes, Quicksilver can still be caught by surprise.
Bilingualism: Pietro is fluent in Sokovian and English (albeit with a heavy Sokovian accent).
Physical Appearance: Following the experiments Pietro's hair has been altered by the stress the changes put on his body. While the hair grows in at the root in it's natural dark colour, the dead hair beyond that point is continually stripped by the effect of his altered metabolism, and speed. The only way to regain a full head of natural hair is to dye it, though the effects will be short lived.
The twins were sent to New York for what was supposed to be a short, quick mission. Then the city was turned into some kind of horrible mockery of a snow globe, trapping them here, far from home. Through some trickery they were able to secure a place to stay, but Strucker had to arrange a local contact to keep an eye on them.
